Students, Staff, and Community

Montgomery County Public Schools (MCPS) seeks to provide all students with the skills and knowledge needed for Academic Excellence, Creative Problem Solving, and Social Emotional success throughout life. MCPS will achieve these goals via its newly implemented School Support and Improvement Framework (SSIF) which will enable MCPS  achieve to achieve these high level goals through the implementation of core competencies, measuring student success, and organizational effectiveness.

Core Competencies

MCPS will monitor our progress at five important milestones in a student’s educational journey, from elementary school to graduation. The work of our schools and offices will be aligned to the three competencies, as well as a continued commitment to operational excellence and continuous improvement.
Academic Excellence
MCPS students will
  • Demonstrate readiness for post-secondary study and/or the workforce so that all students are prepared for success upon high school graduation
  • Demonstrate literacy across all content areas by reading complex texts, writing for multiple purposes, speaking in a variety of situations, and using language effectively
  • Engage in challenging and wide-ranging content
  • Apply learning to new situations
MCPS staff will
  • Demonstrate high expectations for all students
  • Deliver culturally relevant and responsive instruction
  • Differentiate instruction to meet the needs of all students
  • Evaluate what students know and are able to do through multiple and diverse measures
Creative Problem Solving 
MCPS students will
  • Think critically and creatively to solve complex and unfamiliar problems
  • Clearly articulate thoughts, ideas, and information using oral, written, and nonverbal communication
  • Analyze problems and use evidence to support conclusions
  • Use a variety of instructional resources and technology to enhance learning

MCPS staff will
  • Engage students in active learning of relevant and challenging content
  • Create an environment that fosters student learning in a variety of ways and settings
  • Empower students to take ownership of learning
  • Present open-ended and real-world problems to encourage students to generate original or innovative solutions

Social Emotional Learning 
MCPS students will
  • Value and respect diversity and differences
  • Make constructive and healthy decisions that promote hope, personal well-being, and social behavior
  • Build their resilience, perseverance, selfawareness, and growth mindset
  • Enhance their social awareness, including collaboration, empathy, and relationship-building skills

MCPS staff will
  • Foster respect for diversity, risk-taking, collaboration, constructive debate, and productive conflict resolution
  • Promote safety and social, emotional, and physical well-being
  • Create opportunities for students and staff to interact positively with each other
  • Teach and model resilience, perseverance, self-awareness, and growth mindset

District Implementation Plan

The District Implementation Plan for the MCPS Strategic Planning Framework—Building Our Future Together: Students, Staff and Community—was developed to guide schools and offices in fulfilling the mission, values and core purpose of the Framework. The Plan includes five core strategies, which are important levers in the work to close the achievement gap and help all students thrive. Each core strategy includes key focus areas that describe our work to meet the needs of each and every student.
